To insure that the legitimate concerns of women receive due attention in ISKCON decision making and that qualified women are included in the decision-making process, we propose that:

1. The North American GBC committee shall designate, or otherwise cause to be selected (by vote of ISKCON women in North America, for example), a council of 5 senior ISKCON women to advise them on matters in relation to women.

2. The Women’s GBC advisory council shall be authorized to meet as convenient to discuss issues of concern to women in ISKCON.

3. The council members shall be invited to attend the open North American GBC committee meetings.

4. The council shall designate one of its members as a spokesperson to present resolutions and reports on women’s issues to the North American GBC for consideration.

5. At its discretion the North American GBC shall incite the designated spokesperson to attend any closed meetings as a nonvoting observer.

6. The designated spokesperson shall receive all North American GBC minutes and notices.

7. The North American GBC shall seek the advice of the council on all resolutions directly related to women in ISKCON. Resolutions not approved by the council shall be returned to the GBC along with the council’s objections and be voted on again. The GBC may, however, uphold its original decision.

8. The North American GBC shall propose that the full GBC body advise all continental and/or regional GBC committees to create similar women’s advisory councils.

9. The North American GBC shall further propose that the full GBC body designate one representative to become a member of the worldwide women’s GBC advisory council. The worldwide council shall meet each year in India before the GBC meetings to consider any proposals or reports they may want to submit to the GBC. Each worldwide council member shall have the right to present proposals to the GBC from their own region and the council may designate a spokesperson to present joint proposals. At its discretion, the GBC may invite council members to attend its closed meetings as nonvoting observers. The GBC shall seek the advice of the council on all resolutions passed in relation to women in ISKCON. The council may return resolutions to the GBC with objections. The GBC, however, may uphold its original vote.

10. The creation of a woman’s GBC advisory council shall be regarded as step toward allowing senior qualified women fuller participation in the GBC decision making, with full voting membership for council members an
eventual possibility.
